Equity
The Issue: The current
component of the school funding system designed to create equity
is called recapture.
Recapture, also known as “Robin
Hood,” was created in an attempt to equalize
funding to all schools and all school districts in
the state as required by the
Texas Constitution. It does this by recapturing property
tax dollars from school districts with an average
property value of $305,000
or more, property wealthy districts, and redistributing
these dollars to school districts considered property
poor.
