Vouchers
The issue: One proposal
on the table is instituting a voucher program that would allow
students in low-performing
schools
to take the
student’s
share of funding (defined as the current state per-student funding
plus the local funding per student in the student’s
home district) and use that money toward tuition payment
at a private school of
their choice. Private schools would not be forced to
accept students and may charge additional tuition beyond
the share amount and they
are not held to the same accountability measures. Currently, students in
low performing schools can apply for public education grants (PEGs),
which allow them
to transfer
to another
school in their home district, or in another district.
The receiving district may accept or reject the student
but may
not charge
tuition. In addition, under the No Child Left Behind
Act of 2001, students
who do not perform successfully on the state assessments
must be allowed the opportunity to transfer to another
public school.
